Active Directory user account as local administrator

You can add his domain user account to the local administrators group on that server.  This will give him full rights to everything on that server. 

He will not have access to other network resources because those should be controlled by active directory permissions (mapped drives, network folders)

If those folders are hosted on this server however, he will have full rights to everything.
